Following the failure of the Helvetic Republic, the country reverted to a Confederation of 19 cantons, each with its own constitution. Each canton maintained an assembly and sent one or two delegates to the Federal Diet. In 1812, the Petit Conseil decided to commission a medal commemorating the first assembly of the Grand Conseil. It was to be presented to each of the 180 deputies at the start of the legislature.
